"Brakedown" from the Cybertron series.
If I remember correctly, this dude was like a wise older mentor to younger racers (like Clocker) on the Speed Planet/Velocitron. I'm almost convinced this guy was based on Kup in his early development, as he does share some (SOME) design elements of Kup's Cybertronian form in the "War Within" comics from the Dreamwave era.
